FS SAFETY OAHU Department of the P SAFETY AND EMERGENCY PLANNING &
PREPAREDNESS Division at Hawaiian Electric Company has 1 Management
vacancy available. (Role: Manager Supervisor) JOB FUNCTION: Directs
the development and management of the programs within the Safety &
Health Manual and oversees maintenance of the Electrical Service
Restoration Plan. Facilitates required approvals, procurement, one
company coordination within the Safety division and the Incident
Management Team (IMT) Working groups. Oversees maintenance of
SharePoint and SAP applications. Provides direct support to the
Director, Safety & EPP on any division and/or process area
assignments and requirements. Manages daily operations of the
Safety & Emergency Planning and Preparedness (Safety & EPP team.
Manages the development of Safety & EPP programs and projects plan,
which includes scope, schedule, budgeting, and program/project
development. Responsible for assisting with developing,
facilitating and maintaining strategic initiatives through Programs
for the division, Develops One Company training exercises, tabletop
activities, and drills. Deploys as part of a Mutual Assistance
Advance Team or in other capacity, as needed. Serves as facilitator
and other roles as necessary for Company emergency response
activities. ESSENTIAL FUNCTIONS: • Develops, maintains, implements,
and updates all occupational division policies, programs,
procedures, guidelines, work rules, etc. Directs the functions and
activities of the Safety and Health Manual and Electrical Service
Restoration Plan. Ensures programs are maintained; metrics
developed, recorded and reported as necessary; identifies best
practices and procedures for program maintenance; develops need and
justification for projects supporting Division programs; program
budget planning & forecasting requirements. Develops tracking
mechanisms for current programs, new initiatives and projects. •
Directs and administers all Division personnel matters including
setting and communicating performance standards, on-going coaching,
training and development, evaluating performance, recognizing
employee achievements, counseling, and initiating disciplinary
action where appropriate. Ensures timely training in the various
roles in National Incident Management (NIMS) Electrical Service
Restoration Plan and develops table tops exercises and drills as
necessary. Services as point of contact for various internal and
external stakeholders who are participating in the exercises and
drills. Ensures post-training tasks are completed (lessons-learned
after exercises and drills have timely and effective follow up
actions, measurements and results) and facilitates implementation.
• Participates in various Federal, State, County, community, and
business emergency response committees. Keeps abreast of government
programs and policies. Participates in Western Region Working Group
meetings, conference calls and on-site conferences. • Ensures
direct reports adhere to role and responsibility in timely
investigations of all accidents involving employees, public,
equipment, and facilities. Prepares and/or directs the preparation
of accident reports. Prepares and maintains case files for all
general public and automobile accidents. Participates in litigation
activities as assigned for general public and automobile accidents.
• Participates in Company emergency response activities as
assigned, including any activities required to prepare for such
emergency response. BASIC QUALIFICATIONS: Knowledge Requirements •
Operations experience, in Transmission and distribution, generation
or emergency response. • First responder experience preferred. •
Knowledge of electrical utility emergency response. • Working
knowledge of federal, state and local laws, regulations and
procedures as related to department and Companies activities. •
Detailed knowledge of personal computers and standard software
applications such as Microsoft Office. SharePoint, SAP and Project
Management software tools is highly desirable. • Thorough knowledge
of budgeting and forecasting systems and procedures. • Thorough
knowledge of LEAN continuous improvement principles and best
practices to achieve operational excellence. • Thorough knowledge
of SafeStart principles and best practices to achieve a safe
workplace environment. Skills Requirements • Leadership skills and
abilities to work with a variety of individuals to lead to EPP
division goals which may not be a high priority of their divisions.
• Strong analytical, organizational and conceptual skills to manage
simultaneously a variety of projects, programs and assignments. •
Ability to remain flexible in a demanding work environment and to
adapt to rapidly changing priorities. • Ability to establish
long-range outcomes and specify strategies and actions necessary to
achieve objectives; ability to analyze risks, benefits and

ability to work with and communicate with all levels of the
organization, including bargaining unit, management, and
regulatory; and the willingness and ability to train. Experience
Requirements • Multiple (5) years of utility industry experience
including project management, operations emergency response. •
Several (3-5) years demonstrated supervisory experience including
budgeting, workforce utilization planning, and statistical
analysis.
