DESCRIPTION: The P PM OPC PROJECT MANAGEMENT Department of the P
INVESTMENT PLANNING & STRATEGY Division at Hawaiian Electric

JOB FUNCTION: Plans, organizes, and manages scope, schedule and
costs of major company capital projects. Manages the end-to-end
process including complex regulatory approvals, land/Right-of-Way
acquisition, public relations management, or
cross-functional/multi-level (internal) management from
conceptualization/ inception through budgeting, design, approval,
procurement, construction, placement in operation, and project
closing. Serves as the primary point of contact for all project
matters and is responsible for meeting all project-related
objectives. ESSENTIAL FUNCTIONS: • Project Planning and Management
o Plans, organizes, and manages all project tasks associated with
scoping, budgeting, design, approval, procurement, construction,
placement in operation, and closing of projects. o Provides project
leadership and work direction and secures commitment from project
team members in meeting project milestones. o Ensure team members
have all the resources, information, and direction necessary to
successfully perform their jobs. o Evaluates progress and
performance of project team members and implements personnel
actions necessary to accomplish project objectives including
recognition, redirection, recruitment, and replacement of team
members. • Stakeholder & Client Management o Serves as the primary
point of contact for all project related matters. o Works with and
through community groups, neighborhood boards, government agencies,
the media, other utilities and private companies, the City Council,
the State Legislature, and the PUC to disseminate information,
address concerns, obtain permits and approvals, and resolve
project-related problems. o Prepares and provides testimonies and
presentations at internal strategic meetings, public meetings and
regulatory hearings, as necessary. • Project Risk & Change
Management o Develops the necessary strategies required to meet
project goals. o Identifies potential problem areas early on. o
Solves problems to ensure attainment of project goals. o Redirect
design, purchasing, permits/approvals or construction to prevent or
minimize constraints or actions which may delay schedules or add
costs to projects. o Conduct inspections of construction sites, as
necessary. • Governance & Compliance o Develops and maintains
project schedules. o Prepares and presents project progress and
cost reports internally and externally, as required. o Works with
Regulatory Affairs, Management Accounting & Financial Services,
Community Relations, Government Relations, Corporate
Communications, Legal, Energy Delivery departments, and others in
obtaining approvals. o Obtains company authorizations for
expenditures for funds for engineering, materials, and
construction. o Reviews and approves procurement for project
permitting, design, material and construction. • Participates in
Company emergency response activities as assigned, including any
activities required to prepare for such emergency response. BASIC
QUALIFICATIONS: Knowledge Requirements • Extensive knowledge of
project management principles, and engineering and construction
practices in the transmission, distribution, substation, and/or
generation fields, normally acquired through college-level training
and/or equivalent experience. • Project Management Professional
(PMP) Certification from a nationally recognized organization such
as the Project Management Institute (PMI), highly desirable. •
Licensed Professional Engineer in Civil, Structural, Mechanical, or
Electrical branch or certified as a Planner by a nationally
recognized professional society such as the American Institute of
Certified Planners (AICP) is preferred. • Working knowledge of
personal computers and related software applications such as MS
Project, SAP, UI Planner, Microsoft Word, Excel, etc. • Thorough
knowledge of LEAN continuous improvement principles and best
practices to achieve operational excellence. • Thorough knowledge
of SafeStart principles and best practices to achieve a safe
workplace environment. Skills Requirements • Excellent written,
oral and presentation skills. • Strong interpersonal skills to
direct, influence, motivate and persuade various groups or
individuals. • Ability to handle difficult and/or sensitive issues
while using tact, courtesy, and discretion. •
Supervisory/leadership skills and abilities to work with a variety
of individuals occasionally dealing with sensitive, difficult or
confrontational issues and the ability to handle such issues with
professionalism by using tact, courtesy, respect and discretion. •
In-depth analytical, computational, organizational and
time-management skills to handle various projects. • Ability to
work collaboratively as a member of a team. • Ability to manage
people at all levels within the company. • Ability to
develop/maintain strong positive relationships with leaders and
members of the community and government. • Ability to remain
flexible in a demanding work environment and adapt to rapidly
changing priorities and strategic direction. Ability to
conceptualize new ideas quickly. • Must have or be able to qualify
for a State of Hawaii driver’s license. Must meet the standards for
driving positions stated in the Hiring Standards for Driving
Positions policy. These standards may be adjusted periodically to
meet business and safety objectives. Experience Requirements •
Extensive (8 years) experience as a project manager, construction
manager, designer, or engineer, with large complex projects,
preferably within the electric utility industry. • Several (3-5)
years of project management experience for small to large
engineering/construction projects. • Experience with the
regulatory, social, public affairs (neighborhood boards, community
groups, government agencies, political leaders, media, etc.)
processes involved with land use issues. • Several (3-5) years of
supervisory experience is desirable.
