Its mission is to preach the Gospel of Jesus Christ and to meet human needs in His name without discrimination.JOB SUMMARY: Under the general direction of the DSSD of the Hawaiian and Pacific Islands Division of The Salvation Army, the Director of Community Engagement is responsible for leadership and management of services offered to families through the Pathway of Hope Services approach at identified corps or social services sites (on all islands) with the aim to provide hope, recovery, housing, income, and community. The Director of Community Engagement will also work collaboratively with the DSSD and the Territorial Social Services Dept. to support implementation of the POH approach in the Hawaiian and Pacific Islands Division, including staff training/consultation, quality assurance, program evaluation, and outcome reporting.The Director of Community Engagement will have a deep commitment to the mission of The Salvation Army, which will be evident in his or her professional life and the manner in which he or she represents The Salvation Army.Using the designated manual/model for the basis of implementation of services, The Director of Community Engagement, in collaboration with the POH Operations Manager, helps develop and implement The Salvation Army national initiative known as Pathway of Hope (POH) throughout the Hawaiian and Pacific Islands Division. The POH manual/model serves as a guide for the approach to providing targeted services to families who desire to take action to break the cycle of dependence and follow a path out of inter-generational poverty. POH is rooted in intensive case management, focusing on client needs through a strength-based lens. Although POH provides a framework for the movement of willing families from crisis to long-term stability and independence, related services may be provided through different modalities based on resources available and/or divisional strategies within each identified community. These efforts are guided by the Director of Community Engagement in collaboration with the Hawaiian and Pacific Islands divisional leadership.In collaboration with the POH Services Operations Manager and the DSSD, the Director of Community Engagement facilitates all phases of program administration and makes recommendations regarding operating objectives and results. Helps establish operating policy for all POH services/activities. Plans and administers the organizational development of the POH services, its personnel and resources including the selection, training assignment and evaluation of staff positions (professional, salaried and hourly employees). In collaboration with the POH Services Operations Manager, the Director of Community Engagement trains, gives support, and collaborates with Corps Officers and other Salvation Army Program Directors, as well as employees and volunteers, in their roles with Pathway of Hope Services.The Director of Community Engagement works with various DHQ departments and local Salvation Army units to promote POH Services in every community, with the aim of developing additional support and resources for case management. The Director of Community Engagement collaborates with the DSSD and with the Divisional Development Department to identify and secure funding for Hawaii POH. The Director of Community Engagement represents the Hawaiian and Pacific Islands Division's Pathway of Hope services as appropriate and in diverse venues on various occasions for a variety of purposes.The Director of Community Engagement is willing and able to promote and work in accordance with The Salvation Army's mission, vision and values. Demonstrates competence in the preparation and implementation of business development and operational plans. The Director of Community Engagement oversees the development and implementation of appropriate audio/visual assets for training and promotional purposes.QUALIFICATIONS: Graduate degree in social work, behavioral health, or similar field in human services from an accredited College or University. Prefer LSW, LCSW, LMHC, or LMFT or professional license in progress, with at least five years of progressively responsible experience (years of program management/program administration experience may be substituted for education); demonstrated skills in program supervision/management, program development, fundraising, sustainable fund planning, establishing and maintaining partnerships/collaborations in Hawaii/Pacific Islands, and advocacy; strong verbal and written communication skills; culturally competent with the ability to identify and utilize values in Hawaiian, Pacific Islander, and Asian cultures that promote a healthy and productive life style. Must have strong interest and skills in working with others of diverse racial, ethnic, and socio-economic backgrounds. Must have strong skills in professionally managing multiple competing priorities and deadlines.; must have a personal vehicle and valid Hawaii driver's license.ESSENTIAL FUNCTIONS:

• Serves as an effective Salvation Army leader and director to accomplishing The Salvation Army's mission.
• Implements and develops Pathway of Hope (POH) Services in Hawaii.
• The Director of Community Engagement participates in the preparation, administration and review of budget materials, accounting practices and fiscal policy determinations.
• Ensures overall POH Services staff recruitment/supervision/training/consultation, quality assurance, program evaluation, and outcome reporting as required by funding sources (TSA and non-TSA).
• Ensures the collection and reporting of required evaluation data as required for evaluation of Hawaii POH using the designated health record/database (WellSky).
• Prepares program work plans, written reports that describe plans and progress toward meeting program goals and objectives based on statistical and other program data.
• In collaboration with the POH Services Operations Manager, develops procedures and ensures conformance with established Hawaii POH services policies and procedures for referrals, assessments, service plans and documentation of services.
• Reports any POH implementation challenges and work to the DSSD and DSP to develop an action plan to address program development needs, according to divisional implementation plans.
• Develop promotional strategies to inform the community about the program, including community presentations, printed materials, related activities/events, and budget for such materials/activities, as needed.
• In collaboration with the POH Services Operations Manager, assesses services/resources available for individuals and families and make recommendations about service efficacy, gaps in service coordination, and/or assesses resources available through other community partners.
• Champions efforts and strategies related to community collaborations, identifies/develops partnerships with other community agencies, establishes networks for social ministry resources and collaborative efforts in response to the needs of the broader community.
• Collaborates with the Advisory Board's Program Committee, DSSD, and DSP to maximize the use of divisional resources and strengthen community support of POH Services.
• Serves on committees related to case management, emergency assistance, housing, vocational training/networking, and building sufficiency, as requested or appointed.
• Performs other related duties as may be required or assigned.Corps Relations:
  • In collaboration with the POH Services Operations Manager, provides ongoing supervision and administrative oversight for POH Services/approach implementation in corps or within TSA continuum of care, as appropriate to Hawaii POH Service implementation.
  • In collaboration with the POH Services Operations Managers, DSSD, and DSP, meets with corps staff and officers as often as is appropriate, to offer support and information regarding community linkages, programmatic requirements including intake processes, intervention strategies and collection of data needed to meet program reporting requirements, as appropriate to Hawaii POH Service implementation.
  • In collaboration with the POH Services Operations Manager and corps officers, assists in recruiting, interviewing and training new employees directly involved in related Pathway of Hope Services efforts.
  • In collaboration with the POH Services Operations Manager, provides new caseworker, intern, and corps officer orientation and training, as appropriate to Hawaii POH Service implementation
  • Attend inter-agency meetings and participates in local networks, as appropriate with local staff.
  • Assist with special events and seasonal programs, as requested.Service Sustainability:
    • Ensures the ongoing keeping of quality local data and reporting of information for related funding sources in alignment with POH service outcomes.
    • Ensures relevance of Hawaii POH approach to funders by keeping current on program funding resources, both public and private, in collaboration with the DSSD, DSP, and Development Director to support leadership in securing additional local funding.POH Program Evaluation and Outcome Measurements:
      • In collaboration with the POH Services Operations Manager ensures overall accuracy of data entry into WellSky or other digital platforms for those specific Hawaii POH Services.
      • Oversees annual POH evaluations/outcomes measurement and complete summary/review report, as needed, to DSSD and DSP.
      • Reports any Hawaii POH Services implementation challenges and work with the DSSD and DSP to develop an action plan to address program development needs.
      • Ensures relevance and consistency of Hawaii POH Services by collaborating with POH staff and divisional leadership with ongoing development of policies and procedures, goals and objectives, and outcome-based measures related to the Hawaii POH Services.POH Education and Training:
        • In collaboration with DSSD and DSP, plans, conducts and/or participates in POH workshops and other training events at the territorial, divisional or local level, as requested and/or assigned.
        • In collaboration with DSSD and DSP, participates, plan, leads, other social service workshops and other staff training events at the territorial, divisional or local levels, as requested and/or assigned.
        • Provides guidance and promotes leadership in the spiritual dimension of Salvation Army social services programs, emphasizing the importance of Christian influence and evangelism in all Salvation Army ministries, including delivery of social services in contemporary settings.POH Program Evaluation and Certification:
          • Oversees completion of quarterly random record reviews and annual review of compliance with standards in order to assure for program evaluation/certification requirements, as appropriate and in relation to Hawaii POH efforts.OTHER REQUIREMENTS:Able to meet basic standards of physical, mental health, and communication demands specified by State and/or professional accreditation standards applicable.
