The Office of Research Services (ORS) is seeking applications for the Director of Research Services (Pos#89006). The ORS is a systemwide office under the Office of the Vice President for Research and Innovation (OVPRI) that services all campuses and programs of the University of Hawai'i (University) by providing the full range of administrative support for extramural contracts and grants from the pre-award stages, through post-award execution, to final project close-out. DUTIES AND RESPONSIBILITIES
The Director of ORS has systemwide authority and responsibility for the development and maintenance of policies and procedures that conform to federal and state laws and University policies for the effective management of extramural contracts and grants.

The Director of ORS is the University's source for interpretation and application of federal laws and regulations governing contracts and grants as well as other terms and conditions imposed by any sponsor.

The Director of ORS is also responsible for providing or coordinating the systemwide oversight for assuring fiscal compliance with all statutory requirements as well as other contractual terms and conditions that may be imposed by extramural sponsors.

The Director of ORS must maintain, modify and continuously improve the financial management support systems and system of internal controls to meet federal criteria and external audit standards.

The Director of ORS must devise ways and means to effectively and efficiently facilitate the work of its client group, which includes all University faculty who prepare proposals for extramurally funded research and training contracts and grants, and the related staff who are involved with financial management for these awards.

The Director of ORS maintains a systemwide communications network for the dissemination of essential information relating to the management of extramural awards, and provides periodic training in these matters to all personnel at all University campuses and programs.

The Director of ORS provides overall guidance and direction to the supervisors or major sub-units within ORS to accomplish systemwide goals and objectives as follows:
Contracts and Grants Administration Section
The ORS Contracts and Grants Administration section is responsible for review and submission of proposals to funding agencies; acceptance of extramural awards on behalf of the UH system; and negotiation of award terms and conditions.

  • Reviews all business and financial aspects of extramural contract and grant proposals for formats, budgets, cost sharing, certifications and supporting documentation that may be required by sponsor or University policies.
  • Reviews terms and conditions for all sponsored contracts and grants, advising on all health, safety, and legal risk factors involved.
  • Coordinate legal reviews and negotiates with sponsors for terms and conditions acceptable to the University and is authorized to execute all awards under $5,000,000. Recommends action to the President for all awards equal to or exceeding $5,000,000.
  • Exercises delegated authority from federal funding agencies under the Federal Demonstration Partnership (FDP) or Research Terms and Conditions to approve certain post award transactions.Extramural Funds Accounting Section
    The ORS Extramural Funds Accounting section is comprised of the Fiscal Management and Financial Services units. The Fiscal Management unit establishes and administers project accounts, -and processes reimbursement requests. The Financial Services unit coordinates cash management, closeout, and collection activities.
    • Establishes and sets up accounts and budgets for all extramural awards.
    • Processes all cost reimbursable billings and letter of credit drawdowns.
    • Prepares all financial reports and project closeouts.
    • Reconciles and submits interest due to federal government on advances.
    • Handles accounts receivable and collection duties.
    • Monitors cost sharing data entered into the University financial system.
    • Monitors and coordinates project closeouts.
    • Maintains account master files and coordinates deletion of inactive and terminated accounts.Financial Compliance Section
      The ORS Financial Compliance section coordinates UH's annual Office of Management and Budget's Single Audit in accordance with 2 CFR 200, as may be amended from time to time, or any replacement statute (referred to herein as "OMB Single Audit"), sponsor financial audits, site visits and desk reviews, effort certifications; coordinates the implementation of policies and procedures to ensure compliance with financial and administrative requirements over extramural funding; administers UH's internal control program over extramural funding; conducts subrecipient monitoring activities and other investigations as requested.
      • Coordinates annual Single Audit and all other audits and corrective action plans involving extramural funds and projects.
      • Maintains the University's DS-2 Disclosure Statement as required by federal regulations.
      • Oversees the University's internal control program over extramural awards.
      • Maintains and monitors effort certification, including Cost Shared effort systems.
      • Ensures recharge center/revolving account policies and procedures are in compliance and conduct monitoring procedures for those centers/accounts that charge extramural awards.
      • Ensures subrecipient (subaward) monitoring policies and procedures are in compliance and conduct monitoring procedures.
      • Conducts periodic compliance audits and reviews as necessary.
      • Monitors conflict of interest and financial conflicts of interest policies and procedures to ensure compliance with applicable federal regulations and sponsor policies.Information Systems Services Section
        The ORS Information Systems Services section provides information technology support and coordinates electronic research administration (eRA) services for investigators and others across the UH System.
        • Modifies and maintains University's electronic research administration (ERA) software such as Kuali Research (formerly known as KualiCoeus, branded at the University as -myGRANT) and its modules.
        • Provides user training and help desk functions to support ERA products.
        • Develops and maintains the OVPRI website.
        • Develops and maintains database for extramurally funded awards, including development of reports and web reporting tools for the OVPRI.
        • Maintain, upgrade, and backup OVPRI server cluster to support OVPRI functions.MINIMUM QUALIFICATION REQUIREMENTS
          • An earned master's degree from an accredited university in the areas of business administration, finance, management, higher education administration, public administration, political science, or a related discipline.
          • At least ten (10) years of professional experience in a senior/managerial position of a major governmental subunit or large, private financial organization involving multi-task business and finance operations.
          • Knowledge of federal, state, private and higher education institutional rules and regulations.
          • Demonstrated ability to work well with faculty, administrative leadership and staff.
          • Exceptional ability to foster relationships with external parties, including a range of government, business, and community organizations and representatives.
          • Demonstrated ability to communicate effectively - present ideas, both in writing and orally, in an understandable, non-technical manner, with internal and external constituencies.
          • Well-developed conceptual and analytical skills, including the ability to identify a problem, develop a solution and execute corrective action, either in cooperation with others or independently.
          • Demonstrated ability to establish effective new organizational processes and improve ineffective processes, gaining organizational acceptance through basic change management skills.
          • Ability to function successfully in a multi-cultural and multi-ethnic environment.DESIRABLE QUALIFICATION REQUIREMENTS
            • An earned doctorate or equivalent terminal degree (eg, PhD) in the areas of business administration, finance, management, higher education administration, public administration, political science, or a related discipline.
            • Experience as a leader/manager at a major research organization or equivalent professional experience.
            • Understanding of business and government practices in Hawai'i, nationally, and in the international arena.
            • Knowledge of state government fund accounting, federal contract and grant regulations, cost accounting, generally accepted accounting principles (GAAP), and automated financial management systems for large, government type operations.
