The Manager, Technical & Regulatory Matters oversees the Capital Program, Regulatory Matters, Wastewater Systems and Water Quality and Environmental compliance in Hawaii. The position reports to the Chief Engineering Officer and is located in Waikoloa Village, Hawaii. Lead the Capital Delivery team whose primary functions are to provide engineering services and support in safely executing high quality capital projects on-scope, schedule and budget. This position is responsible for the execution of /- $5 million in capital, annually. This group assists in the planning and is then directly responsible to complete the technical design, permitting and management of construction (including inspection) for capital projects through completion for the potable water systems and wastewater systems. The Manager of Technical & Regulatory Matters also participates in a number of special projects, including due diligence for acquisitions and various utility and corporate goals. Lead all Hawaii Public Utilities Commission (HPUC) rate case efforts including development, filing, prosecution, interrogatories, and compliance; HPUC acquisition approvals, including development, filing, prosecution, interrogatories, and compliance and other regulatory processes Manage all technical aspects of the utility’s wastewater systems. Provides leadership and technical oversight to the wastewater operational team in Hawaii including problem troubleshooting, system optimization, compliance, reporting, and maintenance of necessary permits and certifications. Manage the performance of all water quality and environmental related tasks including testing, reporting, compliance, and maintenance of necessary permits in order to maintain regulatory compliance. Works in close alignment and communication with the corresponding corporate functional department heads to standardize processes, procedures and tools. ESSENTIAL FUNCTIONS: Oversees capital projects to ensure completion on schedule and on budget and drives recovery strategies to ensure capital project completion goals Supervises team responsible to develop plans, permits, schedules and budgets to deliver construction ready projects to each operating district Manages staff, including prioritizing and assigning work, conducting performance reviews, and overseeing training and development, and making hiring, termination and disciplinary recommendations Collaborates with California Water Service (Company) Engineering, Water Quality, Environmental, Rates, Business Development and other internal departments to deliver on functional objectives Responsible for ensuring projects are prepared and in appropriate condition to transition to Construction Accounting for “unitization” to include, operation of PowerPlan, PeopleSoft Financials and other systems Provides oversight on all capital construction activities including developer funded capital additions Coordinates with, communicates with, and engages Hawaii Department of Health (HDOH) water quality, environmental and wastewater regulatory staff Implement policies, procedures, and training programs for the water quality staff on a wide variety of water quality topics Oversees the creation and implementation of water quality compliance monitoring schedules to ensure compliance Oversees preparation of Consumer Confidence Reports, Annual Water Quality reports, monthly reporting and any other internal and external reporting Oversees the assessment of water quality analytical results for compliance Participates in the evaluation and determination of appropriate treatment for removal of contaminants Leads the planning process for emerging contaminants and new regulatory requirements Provides water quality input in the development of capital projects, strategic planning, and the rate case process Develops and maintains professional relationships with HDOH, and industry groups; responds to inquiries and requests as necessary and representing water quality issues in stakeholder meetings. Oversees permitting of drinking water systems including: distribution system, sources, and treatment facilities Provides guidance to operations management staff on water quality problem solving and regulatory compliance Provides oversight for the cross connection control program Implements and monitors environmental policies and programs to meet Company environmental goals and objectives Oversees controls in the areas of air quality, waste discharge requirements (WDRs) hazardous and non-hazardous waste elimination, chemical use and storage and environmental training to ensure regulatory compliance Carries out high-level project management responsibilities, including reviewing or preparing RFP’s, evaluating proposals, and managing contractors and consultants Works in accordance with corporate procurement requirements for all utility led capital projects Exercises a high level of technical expertise in preparing written and oral reports for management, boards, agencies, civic organizations, councils and commissions Collaborates in the evaluation, determination, and selection of appropriate treatment processes associated with capital projects Ensures that the utility’s capital program/project delivery is functioning efficiently and in line with Company standards, policies, and appropriate regulations and laws Ensures integration and alignment of annual corporate related goals to that of the utility’s own objectives Oversees capital budget preparation, including cost estimates and justifications, and budget summaries for rate case submission Develops plans for and executes plans for rate cases for each of the regulatory districts in Hawaii Develops and maintains professional relationships with the HPUC, Consumer Advocate, and industry groups Working closely with the Company’s Customer Support Services (CSS) leadership and rates department resources; utilizes and coordinates consultants, attorneys, internal and external resources to develop, file, prosecute rate cases and insure compliance with HPUC decisions Working closely with CSS leadership and business development department resources, utilizes and coordinates consultants, attorneys, internal and external resources to develop, file, prosecute acquisition cases and insure compliance with HPUC decisions Working closely with CSS leadership and appropriate department resources, utilizes and coordinates consultants, attorneys, internal and external resources to develop, file, prosecute other regulatory cases (e.g. financing applications) and insure compliance with HPUC decisions Provides technical expertise and resources to the wastewater operations teams in Hawaii including troubleshooting of treatment problems, and optimization of processes to increase system efficiency and performance Ensures that wastewater permits, reporting and certifications are up to date, accurate, and in compliance with applicable laws Coordinates with CSS water quality staff on water quality matters, including ensuring that sampling, analysis, reporting and permits are all in compliance with Hawaii rules and regulations Assists in the development of long-range vision, mission, and strategic planning processes for Hawaii Participates in and supports the Company’s Continuous Improvement program and projects Available for on call duty as required on a periodic basis Performs shift operator duties as needed Perform other similar duties as assigned Prepares department budgets Prepares planning and technical documents Conducts meetings and public presentations Reviews engineering plans and specifications Represents Hawaii water and wastewater operations to external organizations as needed Oversees safety requirements for wastewater operations Assists other departments with recycled water matters Attends meetings and training as directed by Company MINIMUM QUALIFICATIONS: Bachelor’s degree or Master’s degree in Engineering or a Technical and/or Environmental Field Administration or related field and/or equivalent relevant experience Five years of increasingly responsible experience in a management or project management role California or Hawaii Certification - Wastewater Treatment Plant Operator Grade II Certification or ability to obtain certification within two years of selection California or Hawaii Certification - Water Treatment Plant Operator Grade II Certification or ability to obtain certification within one year of selection California or Hawaii Certification - Distribution System Operator Grade II Certification or ability to obtain certification within one year of selection California or Hawaii Professional Engineering license, and ability to obtain Hawaii Professional Engineering license within one year of selection Excellent written and verbal communication skills Proficient in the use of Microsoft Office applications Valid Driver License as required per state. Ability to communicate effectively, both verbally and in writing, with agencies, including State Agencies, City/County Councils, City Managers and staff, contractors, consultants, customers, employees, and vendors Salary Range: $85,700 - $158,900 Deadline to submit resume is Tuesday, November 24, 2020.
