This position has overall authority and responsibility for conducting incident operations and setting objectives that support policy maker's guidance. Responsibilities include having clear authority to meet incident objectives using a defined budget; ensuring incident safety for the responders and the public; establishing an Incident Command Post; setting priorities, and determining incident objectives and strategies to be followed; establishing the Incident Command Structure organization needed to manage the incident; approving the Incident Action Plan; coordinating Command and General Staff activities; approving resource requests and use of volunteers and auxiliary personnel; ensuring after-action reports are completed; authorizing information release to the media; and ordering demobilization as needed. This position functions as a key component of the Incident Management Team. The Incident Commander reports to the Director of Health Services and will supervise the Operations, Planning, Logistics, Finance, Liaison, Public Information, and Safety Officer sections within the Incident Command Structure. This position reports to the Director of Health Services. The Incident Commander will need to possess effective managerial, interpersonal, technical, and project management skills and an understanding of reflective supervision practices. *This posting is not meant to be an all-inclusive list of duties and responsibilities, but rather constitutes a general definition of the position's scope and function. Compensation $7,838.30 to $10,504.09 per month for a 172.67 hour work month. Excellent County benefit package when eligible. This position is available immediately. This is a limited-duration employment position as defined by Deschutes County Code Chapter 3.08.010. The position may be terminated by Deschutes County based upon the availability of discrete revenue sources. If the specified discreet revenue source has yet to terminate, the position may be terminated by the County to fulfill its business needs, as determined by the sole discretion of the County. This position will terminate no later than December 31, 2021. Should funding changes occur such that the position is no longer restricted by the specified discreet revenue source, the County at its sole discretion may at that later date offer regular employment status to the incumbent in this position. This position is open until filled. The first review of applications will be March 31, 2021. Minimum Qualifications Bachelor's degree in Finance, Accounting, Public Policy and Management, or Business; AND five years of progressively responsible and relevant professional, supervisory, and functional experience; OR any equivalent combination of training, education, and experience that provides the required skills and knowledge to perform the job. Preference will be given for: A Master's degree in a related field with three years of experience in a community or public health program that includes one year of supervisory experience. Must have knowledge and skills in the following: Principles of Incident Command System. Proven leadership experience that includes the ability to manage a large number of people to achieve timely outcomes . Management of emergency incidents and events. Principles and practices of public administration including human resources, management analysis, budget, negotiation techniques and staff relations. County policies and procedures. County, state and federal laws and regulations. Principles and practices of budget preparation and administration. Principles of record keeping, case files, and records management. Analyzing and solving problems; managing limited resources to greatest effect. Developing and implementing Incident Management Team goals, strategic plans, policies and procedures for a diverse set of program needs to ensure efficient and effective operation. Interpreting and applying complex regulations, technical standards, procedures, federal and state rules and regulations, collective bargaining agreements, and County policies and procedures. Analyzing for operational efficiencies, work processes and policies; developing policies and procedures. Responding to public inquiries and providing information on departmental services, programs, policies, and procedures. Maintaining accurate records, and performing complex mathematical calculations with skill and accuracy. Establishing and maintaining cooperative working relationships with co-workers, citizens, Communicating effectively verbally to the public and in writing. Must have the ability to: Demonstrate courteous behavior when interacting with visitors and County staff. Promote County goals and priorities, and comply with all policies and procedures. Necessary Special Requirements Possession of or ability to obtain a valid Oregon driver's license within 30 days of hire date. The employment offer will be contingent upon presentation of an acceptable and verifiable driver's license, pre-employment screening for criminal history, driving history, and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment). This screening must be completed with satisfactory findings in order for a formal offer of employment to be extended. Must have the ability to work in an office that is environmentally controlled, and/or the ability to work outdoors which includes working in inclement weather. Possess sufficient hand coordination to perform keyboarding and data entry; arm/hand movements to retrieve work materials and operate a variety of general office equipment. The position is frequently required to sit, walk, reach, stand, grasp, talk, hear, and see; may occasionally be required to stoop, bend, kneel, and may occasionally lift up to 25 pounds. Must have the ambulatory ability to drive throughout Deschutes County including in adverse weather conditions. Excellent County benefit package when eligible.
