ICF Jobs Remote Implementation Specialist, Child Welfare Implementation Specialist This position can work remotely from anywhere in the U.S. Mid west or west coast preferred. Job DescriptionThe Capacity Building Center for States (the Center) is a federally funded capacity building technical assistance provider aimed at supporting the improvement of outcomes through sustainable change in child welfare. The Center's Change and Implementation (C&I) Initiative team will be a diverse team reflective of the communities served by child welfare. All C&I work will have a race equity framework imbedded. Our work will reflect a deep understanding of disproportionality and existing capacity of child welfare agencies to improve outcomes for all children and families and will identify opportunities to build race equity into systemic and practice change.The Implementation Specialist will be primarily responsible for leading the work on the Strengthening Child Welfare Systems to Achieve Expected Child and Family Outcomes (SCWS) implementation technical assistance (TA). This team provides implementation-science informed support to SCWS discretionary grantees (and other discretionary grantees if applicable). This includes CQI monitoring, peer-to-peer support, and coordination of implementation TA. This specialist will also provide implementation TA support directly to grantees. The qualified candidate will work closely with the federal client and the grantee to assess and meet the needs of the grantee and build its capacity to successfully implement improvement strategies.This implementation specialist will also be part of the leadership team of the Change and Implementation Initiative Area, supporting the integration of the Center's C&I approach into all Center work and participating in the development of C&I materials, tools, and/or processes. This includes providing individualized coaching as a C&I Subject Matter Expert internally and externally when appropriate.Primary Responsibilities:Lead of the SCWS Implementation TA Team:

  • Developing and facilitating a SCWS team meeting schedule with rotating topics and relevant focus areas
  • Developing weekly meeting agendas that focus on completion of tasks and deliverables associated with the meeting topics and focus areas
  • Serving as the point of contact for any sub-team groups and incorporating sub-teamwork into the overall communication and collaboration meetings
  • Utilizing evaluation, project and CQI data to monitor TA progress and utilizing SCWS TA calls to facilitate the identification and proposal of two improvements to technical assistance and service delivery provided to the SCWS grantees
  • Monitoring timely completion of project data entry across all specialists
  • Suggest innovations and advise the Center on efficient ways to meet the TA needs of jurisdictions and that capitalize on common needs across jurisdictions
  • Produce analytical reports for the Children's Bureau at identified points in the implementation processDirect Implementation Capacity Building Support with Jurisdictions:
    • As project lead for two grantee teams, provide capacity building TA using the Center's practice model and the Change and Implementation approach. This support should build the capacity of jurisdictions to identify, select, prepare for, and implement strategies that will improve their child welfare practice and positively impact child and family outcomes
    • Develop strong partnership with the jurisdiction, Children's Bureau, and other TA providers
    • Facilitate a teaming approach that supports seamless collaboration between everyone involved in the work with the jurisdiction
    • Provide coaching and consultation while using the Center tools and strategies for working through implementation and change management.
    • Assess the needs of jurisdictions and provide strategies and supports to meet their needs.
    • Identify and refer the jurisdiction or facilitate its access to additional TA resources that will meet its needs
    • Document all communication with grantees in the project tracking system. Produce monthly reports. Enter any additional information in the tracking system as requested.
    • Communicate regularly with all CB staff participating in the project, especially the Federal Project Officer of the grantee project
    • Assure all project tasks and deliverables are completed on time as agreed upon with the Children's Bureau
    • Make time for (prioritize) weekly joint TA calls with the evaluation and implementation TA team
    • Other duties as assignedBasic Qualifications: - -
      • Bachelor's degree in social work, public administration, or relevant field -
      • 8 years professional work experience, with at least 7 years of experience in providing training/technical assistance in child welfare, a related field (such as public health, public policy, education, mental health, or disabilities), or change management -
      • Diversity, equity, and inclusion training and demonstrated experience applying that training to practice
      • Demonstrated experience applying the principles of implementation science to managing change in child welfare systems: Problem identification and analysis, theory of change development, intervention selection and implementation, and ongoing program monitoring
      • Considerable experience involving data-driven decision-making in child welfare or a related field
      • Considerable knowledge and experience in statewide implementation of evidence-based/evidence-informed practices
      • Demonstrated expert-level knowledge of State, territorial, and local public child welfare agencies, how they operate (including differences in structure and organization, processes and administration, and methods of service provision), management practices (including CQI), and roles and relationships with local and community-based agencies, courts, Tribes, and other organizations serving families and children involved with child welfare -Preferred Skills: -
        • Master's degree in social work or public administration or advanced degree in field related to child welfare practice and service needs
        • Experience in the provision of training and technical assistance
        • Demonstrated subject matter expertise in diversity, equity and inclusion approaches and frameworks, and their application to implementation science and the field of child welfare.
        • Expertise in State and Federal legislative processes (e.g., rulemaking, working with legislators) -
        • Experience with and/or a working knowledge of information systems in child welfare settings -Professional Skills: -
          • Excellent interpersonal skills and the ability to build and maintain positive, productive relationships with peers, colleagues, consultants, and professional staff -
          • Excellent facilitation skills
          • Experience in developing and facilitating interactive virtual meetings and presentations

          • Strong analytical, problem-solving, and decision-making capabilities -
          • Ability to multitask and maintain high-quality results in a fast-paced environment -
          • Excellent verbal, interpersonal, and written communication skills -
          • Proficiency in Microsoft Office applications (Word, Excel, and PowerPoint) -
