Job Description:

Duties--- Administers the base local area network (LAN) and wide area network (WAN).--- Determines customer requirements and assists customers by recognizing and analyzing trends and providing instruction and orientation services.--- Provides customer technical assistance and support.--- Conducts feasibility studies to identify and analyze network failures and analyzes data to determine if trends exist which forecast the need for future replacement or modification of network hardware and softwareRequirements Conditions of Employment--- U.SCitizenship Required--- Males must be registered for Selective Service, see www.sss.gov--- This position is subject to provisions of the DoD Priority Placement Program--- Advance in hire may be authorized if there is demonstrable proof provided on your resume--- No PCS Cost is authorized--- Must be able to obtain and maintain a Top Secret Clearance--- Work may occasionally require to travel away from the normal duty station--- The employee may be required to travel on military and commercial aircraft--- Overtime may be required Qualifications In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A)https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EDUCATION: Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.Dor equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networksOR Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-09 (or equivalent in other pay systems) which includes; Application of IT network systems design principles, methodologies, and approaches used in planning, developing, testing, installing, operating, administering, and maintaining network services that support functional requirements; Utilization of the organization's network hardware/software, and protocols sufficient to plan, design, develop, and integrate network systems consistent with existing or planned network infrastructures; Applying network principles, concepts, equipment, and tools sufficient to assist in planning and maintaining network services; to install, test, and configure workstations and peripherals; and to instruct customers in accessing network servicesFEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligibleOne year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 levelTIG applies if you are in a current GS position or held a GS position within the previous 52 weeksNOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirementsKNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:--- Knowledge of a full range of network system (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements.--- Knowledge of the network architecture, topology, and protocols typically found at base and lower level organizations.--- Knowledge of configuration management concepts and practices to develop and implement plans for LANs and WANs.--- Knowledge of customer support principles sufficient to receive, respond to, and ensure compete resolution of problems.--- Knowledge of network customer use and systems maintenance sufficient to give needed guidance or training to customers and workgroup managers to prevent problem recurrences.--- Ability to communicate factual and procedural information clearly, both orally and in writing PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time workYou must clearly identify the duties and responsibilities in each position held and the total number of hours per weekVOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional;
