Job Description:
The Senior Project Lead (SPL) will provide "cradle to grave"
management of construction projects, building repair and
modernization projects, including crafting measurable performance
work statements (PWS), development of accurate current working
estimates, collaboration and participation as a technical advisor
in source selection boards, chairing project execution and kick-off
meetings, attending weekly, transition and closeout meetings,
serving as the Technical Representative, overseeing key factors and
metrics (project scope, schedule, budget, cost, safety, resources,
quality, risk management), performing Quality Assurance and Safety
compliance visits, performing design and submittal reviews,
inspecting for compliance and design compliance in the installation
of infrastructure systems.Roles and Responsibilities
- Represent the Government and Defense Health Agency - Facility
Enterprise (DHA/FE) as liaison to the Medical Treatment Facility
(MTF) and Subject Matter Expert/Technical Advisor for facility
transformation and clinical integration.
- Serve as a DHA/FE expert for the planning and execution of
Integrated Design and Initial Outfitting and Transition (iDBIO)
projects and programs.
- Aids in developing Master/Facility Plans for MTF long range
forecast and assist in providing information for others to secure
funding for planned construction and major renovation
projects.
- Prepares and maintain a set of documents and metrics to
accomplish MILCON and Sustainment, Restoration and Modernization
management process goals and objectives.
- Coordinate with the PDT and stakeholders including, but not
limited to, Base Civil Engineering, Fire Department, Environmental,
Security Forces, Base Communications, etc.
- Assist in Phasing Plan Development/Review, which includes
executing plans through a comprehensive coordination and
communication plan to ensure necessary project documents such as
development and production schedules, engineering change proposals,
design studies, etc. are implemented.
- Assist with review of existing or contractor provided
Environmental documents (asbestos, lead- based paint, mold) and
provide recommendations as necessary.
- Assist DHA-FE Project Officers and agents with demolition
contract testing, survey and demolition contract needs,
requirements and proper contract verbiage.
- Assist with performing and coordinating validation with project
stakeholders to ensure that designs are in compliance with project
objectives for Environmental remediation efforts.
- Assist with performing and coordinating validation to ensure
that designs are meeting Sustainable goals in accordance with the
LEED rating system and the certification process.
- Assist with performing and coordinating validation to ensure
that designs are in compliance with project objectives, codes,
criteria and standards within established timeframes.
- Gather data and information to assist DHA/FE with change
order/modification development and closely coordinate with the PDT,
the MTF POC(s) and DHA/FE leadership to ensure customer issues are
addressed.
- Be involved in all phases of planning, design, and construction
or and report problems to the PDT and DHA/FE leadership.
- Assist the PDT in identifying unforeseen construction
conditions/problems and ensure that they are addressed by the
appropriate personnel and track the issue until it is
resolved.
- Review and be fluent in comprehension of the construction
contract documents.
- Assists with project status and coordination efforts, including
overseeing key project milestones.
- Observe and report to the PDT and DHA/FE leadership
construction contractor compliance with field test procedures for
specialized mechanical, electrical, medical gas and electronic
systems.
- Assist and coordinate required communications from Subject
Matter Experts (SMEs) representing DHA, Agents, AFCEC, Base Civil
Engineering, and MTF. Review/evaluate all requests from the
construction contractor which may impact; schedule, scope, budget,
and/or performance.
- Assist the PDT with ensuring accuracy and completeness of
project documents.
- Presents project related briefings and information to MTF,
DHA/FE or other applicable agencies in a professional manner which
demonstrates an in-depth knowledge of the specific project(s)
and/or program(s).
- Assist in Initial Outfitting and Transition planning and
execution cradle to grave.
- Assist and coordinates transition of MTF personnel to/from
newly constructed or renovated facilities in conjunction with the
IO&T Coordinator.
- Assists in ensuring all necessary coordination and management
needed to transition to a new/renovated facility are completed in a
timely manner.
- Reviews and provide input on project submittals for DHA/FE,
provide technical input of contractor submittals, and submit
findings to the USACE (or other applicable agent) comments in the
government database; USACE currently utilizes ProjNet.
- Assist acquisition/contract personnel as technical advisor to
support the program/projects per the provisions of FAR
52.203-16.
- Coordinate with SMEs in understanding the project scope and
translating that to the Project Requirements Document.
- Respond to Bidder Inquiries on site conditions, clarifications
about documents, drawings, specifications, or other project
conditions and to resolve information gaps, eliminate ambiguities,
and capture and share specific decisions during project
Solicitation.
- Review and communicate with stakeholders (if appropriate) to
adequately respond to Requests for Information (RFIs) during
project design and construction.
- Facilitate project milestone meetings such as Site Visits,
Kick-Off, Design Reviews, Construction Progress Meetings, etc.
- Develop Facility Planning Functional Plan (FPFP), commonly
shortened to FP), Programs for Design (PFD), Project Room Contents
Reports (PRC) to include in the Project Requirements Document
(RD).
- Provide ongoing project status reports, contractor appraisals,
change requests, and travel reports pertinent to in progress
construction projects.
- Coordinate and oversee the performance of functional testing,
including off-season testing, system commissioning and inspection
of installed systems prior to government acceptance. The
aforementioned testing of systems delivered will be through the
point-by-point verification of design, installation, functionality
and performance of existing and newly installed infrastructure
equipment and systems of all disciplines.
- Close-out completed projects by reviewing final as-built
drawings, reviewing closeout deliverables, verifying warranty and
Operations & Maintenance (O&M) manuals and documents are
complete, ensuring all DOD required documentation (i.e. DD Form
1391, Military Construction Project Data, DD1354, TRANSFER AND
ACCEPTANCE OF DoD REAL PROPERTY, etc.) is complete, ensure the
DD250 and Defense Medical Logistics Standard Support (DMLSS)
database or other applicable Computer Maintenance Management System
(CMMS) is updated with all pertinent Real Property Installed
Equipment (RPIE) information, follow-up with agent/contractor
regarding outstanding punch list/warranty items.
- Conduct on site surveys with appropriate military and
commercial healthcare facility designers, consultant engineers,
maintainers, and vendors.
- Perform quality assurance for draft and final products to
ensure they are accurate and consistent, and recommendations are
achievable (to include peer review).
- Review and ensure submissions are logical, consistent, and meet
the requirements set forth by the executive leadership (to include
peer review).
- Assist in preparing relevant training for Project Managers,
Project Officers, Project Leads, and IO&T coordinators.
Prepares relevant training in coordination with DHA-FE, IO&T
Managers and in developing Project Leads., and others as
necessary.

accurately analyze plans, data, designs, operations and maintenance
practices and the management thereof.

presentations to executive leadership and large audiences.

- Proficient in cross-functional facility planning, assessments,
and technical quality, biddability and safety compliance
reviews.
- Specialized experience in standards development and procurement
documents.
- Analytical and critical thinking skills, with experience in DoD
health facility planning, space planning, programming, design,
construction, initial outfitting and transition management.
- Able to read and understand project drawings/plans, schedules,
and specifications.
- Familiar with DoD MTF operations and can effectively and

- Bachelor's degree in construction management, Facilities,
Engineering, or Architecture is required or a minimum of 10 years
of demonstrated practical experience in the specific fields
mentioned above.
- 8 years of combined practical experience in project management
and medical healthcare facility design is required.
- Certification or fellowship from an accredited or nationally
recognized educational program is required. Eligible programs
include, but are not limited to, the Project Management Institute
(PMI), National Council of Examiners for Engineering and Surveying
(NCEES), American Institute of Constructors (AIC), Construction
Management Association of America (CMAA), Health Facilities
Institute, or the American Society for Health Care Engineering

- This position is on-site at a government installation, the

- Work Hours: Monday through Friday, 8 hours per day, excluding
Government holidays. Personnel shall not work more than 80 hours in
any two-week period. Subject to prior approval by the
supported-facility POC or Facilities Manager, variations in work
schedules are acceptable when the total hours per week are not
exceeded and no obligation is incurred that would require personnel
to be paid overtime. Due to the nature of performing services in
support of healthcare facilities with an ongoing mission, it is
occasionally necessary to work outside of clinic hours to
de-conflict spaces. When it is necessary for to work outside of
agreed upon daily working hours, the supervising site POC will
provide written notice.
