Position Description:
Provides counsel and advice on compliance and quality management to
HFD in the design, alteration, and modernization of major building
physical plant systems which include, but are not limited to:
building heating, ventilation and air conditioning (HVAC) systems;
potable and nonpotable water distribution systems; medical waste
and sanitary sewer plumbing; medical gas and vacuum systems;
security and communications, direct digital and pneumatic building
automation and control systems; and fire suppression systems.
Develops, acquires, and executes large and complex infrastructure
repair and modernization projects, including the crafting of
measurable performance work statements (PWS).
Develops accurate current working estimates, collaboration and
participation as a technical advisor in source selection boards,
chairing project execution, and kick-off meetings.
Serves as the Technical Representative, performing Quality
Assurance and Safety compliance visits, performing design and
submittal reviews, inspecting for compliance and design compliance
in the installation of infrastructure systems.
Performs functional testing and commissioning for government
acceptance of systems delivered through the point-by-point
verification of design, installation, functionality, and
performance of existing and newly installed mechanical
infrastructure equipment and systems.
Job Performance Technical Skills:
Expert level skills and extensive practical experience in all
aspects of the mechanical and HVAC fields of discipline necessary
to accurately analyze plans, data, designs, operations and
maintenance practices and the management thereof.
Must possess extensive skill in electrical theory and practical
applications in order to develop accurate estimates and makes sound
recommendations for repairs, sustainment and optimization of
building mechanical infrastructure systems. Integrates information
from a variety of sources into various systems; ensures proper
system interfaces.
Must be knowledgeable of local, municipal and federal building
codes, criteria and standards.
Must have strong interpersonal, communicative, diplomatic and
analytical skills to provide highly professional quality
presentations to executive leadership and large audiences.
Required Educational and Experience:
Bachelor's degree in applied mechanical engineering with
professional engineering registration is desirable, but can be
substituted with a minimum of 15 years of documented qualifying
practical experience. Practical experience is defined has having
the sole responsibility of, and being directly instrumental in the
efficient and effective operation, maintenance, repair and
management of large physical plant/infrastructure systems which
support large institutional, industrial or medical healthcare
campuses. This practical experience must be recent and within the
past six (6) months and span continuously over the preceding four
(4) years.
Must be able to travel approximately 30-40% to various CONUS and
OCONUS facilities
