Job Description:
SMX is seeking a TS/SCI eligible Site Security Manager (SSM) to
deliver the full range of security protective measures which will
support and be applied to a wide range of projects; each of which
require extensive and broad experience supporting Special Security
Officers (SSO/s) As a Site Security Manager you will have oversight
of security support for multiple, concurrent, and future projects
that involve the initiation, design review, fabrication,
construction, accreditation, and operation of Sensitive
Compartmentalized Information Facilities (SCIF).
Responsibilities
- Directly support the SSO by providing security support for
multiple concurrent Sensitive Compartmentalized Information
Facilities (SCIF(s)) projects throughout project initiation, design
review, fabrication, construction, accreditation, and
operation
- Directly support the SSO with development and production of
Concept of Approvals (CAs), Preconstruction Fixed Facility
Checklists (PCFFCts), Vulnerability Risk Assessments (ICW the DoS
SETL and SOCPAC SOJ2X), Construction Security Plans (CSPs), Fixed
Facility Checklists (FFCs), TEMPEST Checklists, Standard Operating
Procedures (SOPs), and any additional documentation, as required by
the SSO, which enable accreditation of sensitive facilities (IAW
the ICD/ICS-705 and DoDM 510521)
- Perform design reviews of project plans in support of multiple
synchronous SCIF construction or renovation projects, ensuring
compliance with all applicable DoD and local Command
policies
- Place specific emphasis on design reviews of TEMPEST
countermeasures (as required by the Accrediting Official (AO)),
including Radio Frequency (RF) Foil and EM Shielding, RED/BLACK
separation, Dielectric Breaks and Grounding, and power/data/signal
filters
- Establish Construction Site Security (CSS) procedures and SOPs,
by weighing the impact to security cost, impact assessments, and
adjustments in support of multiple parallel SCIF construction
efforts
- Ensure compliance with Accrediting Official (AO) guidance as
well as USINDOPACOM and SOCPAC SSO directed policies, and requisite
budget constraints
- Conduct meticulous inspection procedures of personnel,
vehicles, and construction materials entering secure construction
sites
- Provide technical expertise as a subject matter specialist,
covering all pillars of SCI Security (Physical, Personnel,
Information, Industrial)
- Synchronize all assigned projects with applicable stakeholders
across SOCPAC, United States Indo-Pacific Command (USINDOPACOM),
and the Defense Intelligence Agency (DIA)
- Coordinate daily, weekly, and monthly synchs with security
stakeholders and advise all requisite security personnel of
potential security conflicts or issues; in addition to providing
courses of action to prevent security-related cost impacts or
potential project risks
- Assist with executive-level updates and briefs to senior
leaders in addition to providing weekly input to talking points and
executive level summaries
- Accurately and systematically document multiple construction
fabrication and assembly projects IAW AO and SSO standards and
policies
- Provide subject matter expertise and knowledge of National and
DoD policies, directives, and plans which support sensitive
facility modification, renovation, or new construction
- Facilitate and support the development of courses of action to
ensure logistical support and the construction security integrity
of all assigned projects - to include both CONUS and
OCONUS
- Provide strategic and operational linkages to requisite offices
with oversight of sensitive facility management and
accreditation
- Provide day-to-day security support that includes continuous
assessment of procedures to identify shortfalls and provide
appropriate recommendations for revising and improving security
policies, procedures, and systems
- Monitor, report, and track all corrective actions resulting
from SOCPAC, USINDOPACOM, and DIA directed compliance
reviews
- Deliver the analytical rigor when drafting required
documentation from project cost analysis (CA) to Accreditation
Required Skills
- Required clearance: TS/SCI
- Ability to travel CONUS and OCONUS
- Demonstrated knowledge of management in oversight of planning
execution, and accreditation of sensitive construction
projects
- Strong communication skills, verbally and in written format,
for supporting report development
- Ability to multitask and work effectively, both individually
and as a member of a project team, while ensuring timely completion
of assignments
- Ability to interact with internal and external customers
Required Experience & Education
- Valid US passport
- Valid stateside driver's license
- Bachelor's degree preferred
- Demonstrated experience in a role with responsibilities
equivalent to a Site Security Manager (SSM), providing direct
oversight for sensitive construction projects
- Documented experience working in positions which support all
manner of Construction Site Security for sensitive
facilities
- Demonstrated experience with developing and executive approved
policies and procedures for safeguarding Sensitive Compartmented
Information in support of US government operations
- Experience working on DOD contracts
- Prior OCONUS experience as military or subcontractor
- Minimum one (1) year experience working as a certified, Cleared
Armed Guard (CAG)
- Minimum one (1) year experience working as a Construction
Surveillance Technician (CST) supporting sensitive construction
projects
- Minimum one (1) year experience conducting periodic inspections
to ensure processes relating to security audit compliance, access
control, and security operations are compliant
