Job Description:
CALIBRE, an employee-owned Management Consulting and Digital
Transformation Company, is looking for a highly motivated PACOM
Theater Security Cooperation Information Management and Security
Cooperation Analyst to join our team supporting a Federal client at
the G5 Plans Division, Marine Forces, Pacific, Camp Smith, Hawaii.
The candidate will serve as the point of contact for all business
tasks for the G5 Plans Division with two lines of effort (LOE) of
the MARFORPAC Campaign Plan - LOE-1 Posture and LOE-3 Allies and
Partners. Security cooperation conducted with allies and partners
is a central line of effort for MARFORPAC, INDOPACOM and the U.S.
Government. Candidates should have direct practical experience with
Theater Security Cooperation (SC) programs to include DoD SC
Operations, Activities, and Investments (OAI) management systems of
record (Command and Control of the Information Environment: C2IE
and SOCIUM), as well as monitor the Security Cooperation Workforce
Development Database (SCWD-D). Responsibilities: Serve as a G5
Information Assurance (IA) Branch C2IE lead to interface with J5
and J3 points of contact at USINDOPACOM and as HQ MARFORPACs point
of contact for the SC Workforce Development-Database Manager at
HQMC. Directly support the MARFORPAC, I MEF and III MEF security
cooperation activities with U.S. allies and partners, and
development of the SC Workforce, which supports the MARFORPACs
mission and its Campaign Plan and Campaign Order objectives.
Support MARFORPAC G5 oversight of security cooperation resource
management across the HQ MARFORPAC and the MEFs. Facilitate
planning and requesting external funding required to enable partner
nation engagement and training events with Marine forces in the
USINDOPACOM area of responsibility (AoR), and to track the
planning, execution, and submission of project close-outs and
lessons learned for MARFORPAC security cooperation activities.
Enable necessary optimized cross-functional actions through all of
the lines of effort in the MARFORPAC Campaign Plan, with special
emphasis on posture, readiness, and allies and partners. The
Contractor shall serve as HQ MARFORPACs counterpart to the U.S.
Title 10 SC program and Asia Pacific Regional Initiative (APRI)
program managers in the USINDOPACOM J55 Security Cooperation
division. Facilitate acquisition of resources to conduct security
cooperation with allied and partner nations from both the
geographic combatant command and the service headquarters. Assist
the G5 Plans Division in its cross-functional staff efforts in the
two lines of effort of the MARFORPAC Campaign Plan - LOE-1 Posture
and LOE-3 Allies and Partners. Provide the MARFORPAC G5 Division
with information management and varied support services. Task areas
include data collection, entry, and management of C2IE, an
Artificial Intelligence/Machine Learning (AI/ML)-enabled enterprise
Command and Control, Situational; Awareness, and data analytics
solution to manage the Global Integration of U.S. DoD Operations,
Activities, and Investments (OAIs) during peacetime and crisis.
Monitor individual training information in order for MARFORPAC
HQTRS and MEF personnel to meet requirements as members of the
Security Cooperation Workforce (SCW) mandated by the FY17 NDAA and
further laid out in the May 2021 DoDI 5132.15. Required Experience
Knowledge and understanding of the MARFORPAC Campaign Plan and
Campaign Order, the modalities of HQ MARFORPAC staff action in
support of the campaign plan and order, possess knowledge of C2IE,
and quickly develop knowledge and understanding of SOCIOM and
Security Cooperation Workforce Development Database (SCWD-D)
systems. Detailed understanding and knowledge of how security
cooperation information management is executed through the
geographic combatant command and service headquarters to the
component level, and how this translates in terms of planning,
coordination, and execution both for C2IE inputs, as well as to
enter SCWD program requirements for SCW members. Possess an
advanced knowledge of and experience with the Overseas Humanitarian
Assistance Shared Information System (OHASIS); and a detailed
understanding of how security cooperation resource management is
executed through the geographic combatant command and service
headquarters to the component level, and how this translates in
terms of planning, programming, coordination, and execution to
project officers/managers in requesting/utilizing organizations.
Possess an advanced knowledge of and experience with the Overseas

detailed understanding of how security cooperation resource
management is executed through the geographic combatant command and
service headquarters to the component level, and how this
translates in terms of planning, programming, coordination, and
execution to project officers/managers in requesting/utilizing
