Job Description:
SUPERVISORY INTERDISCIPLINARY ENGINEER/ARCHITECTYou will serve
as a Supervisory Engineer/Architect in the Capital Improvements
Business Line of NAVAL FACILITIES ENG COMMAND HAWAII.A
Cost-of-Living-Allowance (COLA) of 9.28% will be added to the
stated salary.Yes-as determined by the agency policy. This position
may require you to report in person for an established amount of
days per pay period. Travel Required Occasional travel - You may be
expected to travel for this position.Current permanent employees of
UIC 62478, within the commuting area of the duty location listed
for this position (Oahu) DoD Military Spouse Preference (MSP)
eligibles, and VEOA eligibles.
Your resume must demonstrate at least one year of specialized
experience at or equivalent to the GS-12 grade level or pay band in
the Federal service or equivalent experience in the private or
public sector. Specialized experience must demonstrate the
following: 1) Applying advanced engineering or architecture
theories, concepts, principles and practices to provide innovative
recommendations in cost engineering; 2) Managing the execution of
significant projects, as assigned to branch staff, representing an
important segment of the agency's operating programs; 3) Providing
consultations on cost engineering related to facilities design and
construction; 4) Coordinating various engineering and architecture
disciplines to deliver quality and timely products and services; 5)
Accomplishing cost-effective and high-quality design and
construction projects; 6) Demonstrating supervisory experience and
setting the workforce's expected performance levels; 7)
Facilitating discussions and preparing technical presentations for
military and civilian leaders; and 8) Mentoring employees, interns,
and field office personnel in cost engineering and organizational

Successful completion of a professional engineering degree. To be
acceptable, the program must: (1) lead to a bachelor's degree (or
higher) in a school of engineering with at least one program
accredited by the Accreditation Board for Engineering and
Technology (ABET); or (2) include differential and integral
calculus and courses (more advanced than first-year physics and
chemistry) in five of the following seven areas of engineering
science or physics: (a) statics, dynamics; (b) strength of
materials (stress-strain relationships); (c) fluid mechanics,
hydraulics; (d) thermodynamics; (e) electrical fields and circuits;
(f) nature and properties of materials (relating particle and
aggregate structure to properties); and (g) any other comparable
area of fundamental engineering science or physics, such as optics,
heat transfer, soil mechanics, or electronics. Such education must
demonstrate the knowledge, skills, and abilities necessary to do
the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in
Training (EIT), or licensure as a Professional Engineer (PE) by any
State, the District of Columbia, Guam, or Puerto Rico. Absent other
means of qualifying under this standard, those applicants who
achieved such registration by means other than written test (e.g.,
State grandfather or eminence provisions) are eligible only for
positions that are within or closely related to the specialty field

Evidence of having successfully passed the Fundamentals of
Engineering (FE) examination or any other written test required for
professional registration by an engineering licensure board in the
various States, the District of Columbia, Guam, and Puerto Rico The

OR
Successful completion of at least 60 semester hours of courses in
the physical, mathematical, and engineering sciences and in
engineering that included the courses specified in the basic
requirements under paragraph A (above). The courses must be fully
acceptable toward meeting the requirements of an engineering
program as described in paragraph A (above)
OR
Successful completion of a curriculum leading to a bachelor's
degree in an appropriate scientific field, e.g., engineering
technology, physics, chemistry, architecture, computer science,
mathematics, hydrology, or geology, may be accepted in lieu of a
bachelor's degree in engineering, provided the applicant has had at
least one year of professional engineering experience acquired
under professional engineering supervision and guidance.
Ordinarily, there should be either an established plan of intensive
training to develop professional engineering competence, or several
years of prior professional engineering-type experience, e.g., in
interdisciplinary positions.
For the 0808 series: Applicants must meet the following basic
education requirements of the Office of Personnel Management (OPM)

A. You have a bachelor's or higher degree in architecture.
OR
B. You have a bachelor's or higher degree in a field related to
architecture that included 60 semester hours of course work in
architecture or related disciplines of which at least (1) 30
semester hours were in architectural design, and (2) 6 semester
hours were in each of the following: structural technology,
properties of materials and methods of construction, and
environmental control systems.
OR
C. You have a combination of college-level education, training,
and/or technical experience that furnished (1) a thorough knowledge
of the arts and sciences underlying professional architecture, and
(2) a good understanding, both theoretical and practical, of the
architectural principles, methods, and techniques and their
applications to the design and construction or improvement of
buildings. Your curriculum for a degree in either architecture or
architectural engineering covers function, esthetics, site,
structure, economics, mechanical-electrical, and other engineering
problems related to the design and construction of buildings
primarily (but not exclusively) intended to house human
activities
OR
you lack a degree in architecture, but you have 1 year of
experience in an architect's office or in architectural work for
each year short of graduation from a program of study in
architecture that demonstrates that you have acquired a thorough
knowledge of the fundamental principles and theories of
professional architecture. (Note - In the absence of college
courses, 5 years of such experience is required).Additional
