If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.As a Front Line Manager or Supervisory Internal Revenue Agent:* Exercise delegated managerial authority to oversee the overall planning, directing and timely execution of a program, several program segments (each of which is managed through separate subordinate organizational units), or comparable staff functions, including development, assignment, and higher level clearance of goals and objectives for supervisors or managers of subordinate organizational unit or lower organizational levels.* Approve multi year and longer range work plans developed by the supervisors or managers of subordinate organizational units and subsequently manage the overall work to enhance achievement of the goals and objectives.* Oversee the revision of long range plans, goals and objectives for the work directed.* Manage the development of policy changes in response to changes in levels of appropriations or other legislated changes.* Manage organizational changes throughout the organization directed or major change to the structure and content of the program or program segments directed.* Exercise discretionary authority to approve the allocation and distribution of funds in the organizations budget.HelpRequirementsConditions of EmploymentSTANDARD POSITION DESCRIPTIONS (SPD):PD92827Visit the IRS SPD Library to access the position descriptions.* Telework Eligible Positions: Telework eligible positions do not guarantee telework. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.You must meet the following requirements by the closing date of this announcement:A Certificate as a Certified Public Accountant (CPA) or a bachelor's or higher degree in accounting that included at least 30 semester hours in accounting or 24 semester hours in accounting and an additional 6 semester hours in related subjects such as business law, economics, statistical/quantitative methods, computerized accounting or financial systems, financial management, or finance.ORA bachelor's or higher degree in a field other than accounting or a combination of education and experience equivalent to 4 years that included at least 30 semester hours in accounting or 24 semester hours in accounting and 6 semester hours in related subjects as described above.ORCurrently or previously held an Internal Revenue Agent GS-0512 position for at least one year.ANDSPECIALIZED EXPERIENCE IR-04: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include:* Experience that demonstrated management/leadership experience such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others.* Experience applying regulations, other official guidance, and principles, including the latest procedures and techniques sufficient to oversee the planning, development, and implementation of the technical aspects of programs specific to the position being filled.* Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.In addition, qualifying experience must have been in progressively responsible and diversified professional accounting or auditing work that required applying professional accounting principles, theory, and practices to analyze and interpret accounting books, records, or systems specifically to determine their effect on Federal tax liabilities and their adequacy for recording transactions affecting tax liabilities; Interpreting and applying Federal tax law for individuals, business and/or exempt organizations, partnerships and corporations; Researching business and trade practices to develop tax issues based on analysis and evaluation of overall business operations and financial condition; Interpreting and analyzing the tax implications of corporate financial transactions and financial management principles and practices; Interacting with a broad range of individuals and coordinating with specialists in accounting, legal, tax, and other similar business related professions; Experience using knowledge of the Internal Revenue Code, regulations, rulings, court decisions, and agency policies to conduct extensive research of legal questions to be able to make decisions involving complex matters of the law and to develop and apply new resolution approaches; Analytical and evaluative techniques, both qualitative and quantitative, sufficient to gather, identify, evaluate, and develop work methods and approaches to resolve complex interrelated problems and issues; Experience using communicative techniques in order to deal tactfully and persuasively with sophisticated taxpayers and stakeholders, to explain complex interpretation of tax laws, regulations and resolve issues; and experience with large, complex business returns pertaining to the development and application of tax principles, policies, legal decisions, and guidance and experience explaining complex international tax concepts to others both verbally and in writing.ANDTIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
