DESCRIPTION: The P VP PURCHASING Department of the P SUPPORT
SERVICES Division at Hawaiian Electric Company has 1 Management
vacancy available. (Role: Manager Supervisor) JOB FUNCTION: Manages
Purchasing department activities which include providing
tri-company contract administration/management and procurement of
materials and services in support of the Companys strategic goals
and priorities while ensuring compliance with accounting, audit,
SOX, and regulatory requirements and the Companys procurement
policies. ESSENTIAL FUNCTIONS: • Recommends, implements, and
oversees Purchasing policies and programs including strategic
sourcing and category management plans for the Company. Oversees
and manages all Purchasing activities including sourcing,
solicitation, evaluation, negotiation, award, contract execution,
contract management, and supplier performance review. • Oversees
materials and services procurement activities to ensure timely
response, reliable, consistent, and quality service for internal
customers. Partners with internal customers to ensure adherence to
procurement guidelines, policies, and Corporate directives and
objectives. • Ensures Purchasing personnel are informed and trained
on Company and Purchasing guidelines, policies, and procedures; and
departmental activities are compliance. • Manages and administers
departmental personnel matters including performance evaluations,
interviews, recognition of achievements, and disciplinary actions.
• Promotes and maintains positive strategic relationships between
the Company and vendors. Works with vendors for accountability of
contractual performance. Partners with vendors to achieve cost
savings while maintaining excellent service. • Plans, initiates,
manages, monitors and serves as Lead or Point-of-Contact for all
departmental initiatives, projects, and activities. Must be
available after working hours to respond to emergency situations.
Serves as One Company Procurement Unit Leader during Company
Incident Command Team activations. • Stays abreast of capabilities
of Purchasing and Company information systems and/or upgrades.
Determines optimum applications to realize enhanced efficiencies in
procurement throughout the Company. Uses available data to
benchmark and measure procurement activities and vendor
performance. Organizes and/or participates on teams and initiates
activities to improve Purchasing processes, efficiency, and
effectiveness for the Company. • Participates in Company emergency
response activities as assigned, including any activities required
to prepare for such emergency response. BASIC QUALIFICATIONS:
Knowledge Requirements • Thorough understanding of purchasing and
supply chain management principles and practices, contract law,
principles of negotiation, insurance programs, just-in-time
delivery techniques, accounting, economics and business
administration. Such knowledge would normally be acquired through
college level courses or related years of experience. • Thorough
understanding of vendor practices, techniques, and risks (to both
vendor and Company) associated with construction and professional
consultation. Familiar with risk mitigating measures and options
when dealing with non-compliant vendors. • Working knowledge of
operations, maintenance, engineering, project management,
construction, consulting, finance, information technology, as well
as a broad understanding of utility business practices. • Working
knowledge of budgeting and forecasting processes. • Knowledge of
the capabilities and responsibilities of Company departments and
divisions, as well as personnel in these areas involved with
materials and services procurement. • Thorough knowledge of
policies and procedures contained in such documents as Collective
Bargaining Agreement (CBA); Safety & Health Manual; Code of
Conduct; Information Resources Policy; Federal Sales Policy;
Security Requirements for Contractors, Consultants & Vendors; etc.
• Continuing education and certification such as Certified
Purchasing Manager is highly desirable. • Thorough knowledge of
personal computers and related software applications (i.e. SAP/ERP,
ARIBA, spreadsheets, word processing, data base systems, etc.).
Skills Requirements • Demonstrated supervisory skills including
effective written, oral, listening, presentation, negotiation,
project management and conflict resolution skills; the ability to
work with a variety of individuals; and the willingness and ability
to train personnel. • Contract administration, strategic sourcing,
spend analysis, and vendor motivational skills. • Demonstrated
strong analytical, organizational, conceptual, and problem solving
skills to assess the demands of the job, develop innovative
solutions, and recommend proper actions. • Demonstrated in-depth
analytical and administrative skills required for such tasks as
preparing, monitoring and analyzing forecasts; preparing
performance appraisals and conducting interviews; and carrying out
company/department policies and procedures. • Strong interpersonal
and leadership skills to motivate, influence and persuade various
groups or individuals and to deal with sensitive, difficult, or
confrontational issues with professionalism by using tact,
courtesy, respect, and discretion; and effectively communicate with
all levels both internally and externally. • Ability to remain
flexible in a demanding work environment and adapt to rapidly
changing priorities. • Must have or be able to qualify for a State
of Hawaii driver’s license. Must meet the standards for driving
positions stated in the Hiring Standards for Driving Positions
policy. These standards may be adjusted periodically to meet
business and safety objectives. Experience Requirements • Multiple
years (7 or more) of related experience in the supply chain
management/purchasing field with increasing supervisory
responsibilities or equivalent experience. • CPM (Certified
Purchasing Manager) certification preferred.
